Harry Todd Park is in the middle of Tillicum, which has always been a low-rent riff-raff area. It is also the model the Lakewood City Council has been using for years to transform the rest of Lakewood into.

Any hoo, with all of Fergie's gun-control laws technically none of this crime should be possible; since criminals are known for: Registering their stolen guns, taking the necessary firearms safety training, passing Background Checks, waiting 10 days before retrieving their {stolen} firearms — and generally following all Laws and Municipal Codes. Glad it's all working out...
