As accepting as valve is for games using source and their IP they are also really strict about quality. I had a friend who tried and failed to get his half life game onto steam due to it not meeting some sort of criteria. I didnt play the mod myself so i have no idea if its just bad but hey at least valve has some sort of boundries with it that stop us from getting bad games
