Polo Flat Rd Cooma.. wow. What a mess.

I take a look at the Southern end of Polo Flat rd in Cooma, NSW.
Recently rebuilt, recently re-surfaced with new tar.. and clearly something went very wrong.

What shall we now do about this?
Who in council signed off on, and/or approved the work ?
Is there a defect liability period?
Can the contractor come back and fix this mess up?

AND.... I forgot to mention the new lowered speed limits,, down to 60km/hr from 80km/hr.. *because* of the shit condition of the road?
