So... they do all this, take the position, and now... they're out of ammo, and effectively helpless. Given the small amounts of ammo you indicate they carry, I see no other conclusion.

Because the tactic's effective and without it, the other side can't move effectively.

How it works, the short version.

1.point at enemy that’s shooting at you.
2.pull trigger and shoot at enemy, making them pull back from Line of fire.
3.hold your new and improved view on the enemy position continuing fire, allowing friendly to move up or reposition at a better angle, or move back to friendly line.
4.with your better position take look of area, think about where your enemy may reposition of if they will hold/retreat.
5.move forward, enemy is not looking out a fear of being hit by suppressing fire granting you the ability to take control of the playing field, or move up on enemy position.

I always found fire and manouver sketchy at best, especially when bounding over open ground. The principle doesnt always apply. Nowadays youd just get a drone strike onto your position anysay. Glad i got out when I did.

Fire and maneuver is one of the reasons why well trained and experienced units destroy quantitative superior forces. A bunch of farmes with 2 weeks of basic training in which they fired at maximum 10 shots at paper targets can't withstand an assault of an experienced unit using fire and maneuver.
