I actually respect how they game the system. No one gets hurt. Why mess with the little guys who game the system??? why not go after the corporations like big pharma, and corrupt investors that lie and cheat on a grand scale?

Once these junk cars reach a certain penalty threshold, the city should put a lien on them and sell them to whatever tow truck operator is willing to haul them away. That wouldn't cost the city anything and the buyer can at least make money scrapping it or selling it for parts if nothing else.
