Some like it on the streets. Also, most shelters or programs require you not use any drugs. Most rather get high, live off handouts and live on streets. They should fix our infrastructure. Freeways and surface streets. Potholes ect

So those that are living next-door, why would they want to live near that low income or turnkey project? Those are really nice buildings. The city knows good and well if they put low income or homeless people in those buildings, the residents are going to be up in arms , this woman couldn’t even walk through solo so just imagine
