Real Life - men used to have voice or tongue of gods or matrix and men were banned, men can speak into existence and have powerful words, not to the extent of GOD but gods, men were wicked and cast away. Today only secret spiritual leader can speak some or few lines, example are summoning lighting to strike or kill someone or something, turning rock into Gold, raising the Dead, but there is less than 1% chance of them doing it, if not, not at all. When you kill the first dragon you automatically know that he is saying "Dovahkiin? Nooo..." and that's before you absorb his soul, but never again do you prove you understand their language or are actually learning it. Aggravating to me. 😒

Aside from one of the earliest games mentioned in another comment, you can’t actually learn the language in any of the other games as far as I am aware. Certainly not in Morrowind or Oblivion. However, if you have the guide with the language in the index, you can actually read all the txt in the word walls, which tell a story on each one. However, your character can only“learns” the words for the shouts, so his ability to speak it beyond that would be quite limited, beyond finding a scholar that could teach him the rest of the Dragontongue.
