Why I don’t have allow high quality option ??😢😢

Is there a difference in uploaded quality between 30 and 60 fps in 4k videos? I've been using 60fps in 4k, have high quality anabled and still have poor quality once is uploaded. What could that be?

Some both of these and it does nothing. I’ve recorded in 4K and selected higher quality upload and it looks worse than 720p quality! Did the same with a 1080p video and it did the same.
