Many times the you were just treated as an ordinary pirate, because mainly the only thing that could differentiate the two is that one had the approval of a government to do piracy, under certain restrictions and limited to quasi-military actions. Also had to give a sum of your plunder to the government as well.

Something that always bothered me was that Groves was not the leader of the expedition, he was a hero in the battle of pirates of the Caribbean 1, he helped the East Indies and survived the battle in the maelstrom, anyone would imagine that all those feats would be worth it the title of Admiral at least and many medals on his chest. But in Stranger Tides he ended up being one more servant, his entire military life was spent receiving orders from Norrigton, Becket and now Barbossa, it is sad that someone so loyal to the crown and the king did not receive the promotion he deserved. Groves deserved his own ship and his crew, not everyone survives all those battles

I'm 4 years late but one thing that bothered me was the fact that the Spanish had 3 ships on that expedition yet King George only sent 1 you'd think having the largest and most powerful Navy of that time you'd send more then 1 ship
