It is an attempt to confuse people by lazy coders who want to make you think that websites and apps are the same thing when they're not.
A website is a website. An app is an app. A web app is NOTHING.

And in the mean time, mobile devices have become less useful, because devs have grown too lazy to provide the necessary apps to do the things that the phone needs to do.
