HOT rads in the Summer WHAT has gone wrong?

You may notice the TOP of the radiator is WARM and the heating is OFF, there are only 2 causes.
1. The boiler has been used for hot water for a long time and it’s gone into "Pump Overrun” mode to cool down to 59C
Every system requires an EXTERNAL auto by pass, often NOT done, it’s COMPULSORY to stop this fault and to keep the boiler temperature low for condensing mode.
2. The diverter valve is not shutting OFF 100% and a trickle is going to the rads, you may notice the water temperature is lower than normal.
