Isnt the fungus competing for limited resources with the bacteria. So isnt peniciliin similar to the herbicide used by sunflowers.

Not sure that penicillium is neutral in your example. Because it is producing an antibiotic all the time it is being affected with respect to wasting resources. It's a mechanism by the fungus to give a competitive advantage and has a cost (a detriment) to the organism. I know it is stated as amensalism, but the term itself seems to play off specific and general examples rather poorly.
