This list may seem confusing because it's highly subjective - many of these songs were never #1 hits, songs like Shakira's Whenever, Wherever for example never even made the top 5. While others weren't hot at the time of release but became more successful as years passed. While others like Mariah Carey's We Belong Together was #1 for 3 months, it was only shown for 1 month - just so other popular songs of the time period could be shown. So, it's a subjective list.
