The US is implementing laws to hold on to its high end technology by preventing other countries in competing with US that threatened its monopoly over advanced technology that is the highest form of technology available.

Focusing on creating barriers comes from fear. The Chinese have a much more open-minded climate but also a disciplinary way of living, reasoning and working that allows them to achieve incredible feats. The American and Western comfort population largely lacks any form of essential involvement and knowledge to develop the same motivation. It's very simple.; If you make the right effort, the results will be proportionate.
