This is BS, crypto FUD, propagated by banks and govs to put people off Crypto. Bitcoins or any other cryptos are not stored on individual computers. If you have your 12/24 word seed phrase (which you can literally write on a piece of paper or tattoo to your arse (better to have in multiple places) ) then you have access to your crypto from anywhere in the world at any time from any phone or computer. If this story is true then maybe what this guy did is store his wallet seed phrase in a text file or something on the computer and nowhere else which is just dumb.
