We'll have to build pumping stations and remodel sections of the channels floors and walls for the pump intakes with grates and screens so only water gets in the return pipes and either dig routes for new pipes for the returns or devise a reuse of the storm drains already under ground that feed each channel.

Create a new holding site, like out in Lancaster or Edwards Air Force base area or where ever is the most logical point(s) along side their lengths. Turn it into a new water holding reservoir to treat the dirty water. The more intelligent in the field of water management should be able to determine the methodology, logistics and most feasible per each pumping section location, that's why they have their college degrees on their walls.

Every debris trap can be cleaned out after the water is removed and the rain stops and this stops all the debris from the watershed beds, run off and blow in from ever making it to the ocean, saving marine life from pollution and no more plastic guyers in any ocean ever again. Lots of new jobs for volunteers. As the years go on less and less debris will be in the channels.

As for the daily 204M gallons, times 365 days = X gallons ... anyone ? anyone? Bueller????, we build a special sections to collect and pump the rainfall without having to close the flood gates\locks at the harbor mouths. Divert it somewhere closer to mid channel and process it daily. This way there is no more center channel algae growth to be a breeding ground for water borne disease viruses like Covid. I am sure some engineers could find a way to even filter and or chlorinate the daily water to be sanitized before filling a mid channel holding reservoir.

Recycle as much of the trash, debris and water as possible. Make the river beds so nothing can get in, but water. Improve street and elsewhere screens and grates. If someone gets into the full of water channels they can climb right out, as the water isn't flowing 40 mph, it's just like a pool, just build swim outs, steps and hand rails along the sides every so far apart. No more putting other lives in danger trying to save someone falling in.

If we're gonna do something to leave behind for future humans, this should be it, get on it already. Don't let another winter's rain water pass. Humans of the future will have so much fresh water they wont have to buy bottled water ever again.

Less medium speed trains to nowhere funding, diverted to building reservoirs would end our water problems. I guess it's harder to steal and divert funding from reservoir projects!

Building a dam where there’s no river to fill it will make for very expensive water. Who can afford it. Maybe someone should check to see who owns the marginal ranch land that will become very valuable water front properties. If my memory serves me, it’s owned by some connected families. Using taxpayer funds to increase property values doesn’t seem right to me. Claiming eminent domain on the land surrounding the proposed lake should pay for a lot of the project costs when it’s subdivided.

Maybe conserve and stop wasting water first before using up more of the limited amount of land we have. Maybe recycle wastewater instead of jump dumping it back into the ocean or use that water to refill the groundwater table. This is definitely not a sustainable solution. People shouldn't have built in floodplains to begin with....

Another ignorant idea from a state that's already 75 million dollars in debt. They spent billions on a high speed rail system that goes absolutely nowhere its intended route. Now they want to build a reservoir that hopefully fills up during a wet season. All why claiming that climate change is all to real and our lakes and rivers will dry up. The smell of hypocrisy is over powering the stench of the urine covered sidewalks.

California gets so much precipitation. It's too bad we don't have enough reservoirs to store all of this water. Sad that all that water just gets dumped. I think people are tired of hearing about conservation and constant drought. It seems that Mother Nature is providing us with enough water, but we just haven't kept up with storage. I don't think we should call it a "drought" year after year, when in most years we get more water than we can store. This is our fault for not capturing enough to provide for the people. It's not a "drought," it's lack of storage.

There is no shortage of water for humans in California, 80% of California’s water goes to agriculture, yet agriculture accounts for less than 3% of California’s GDP. The crop that consumes the most water is alfalfa, which goes to feed cows, California does not have a water problem, they have a cow problem.

I feel like this is the water of equivalent of "just one more lane bro". Just one more reservoir will fix California's water problems. You are in a desert; of course water is sporadic. It seems especially weird to think a new reservoir is required in a state with declining or flat population.
